Laws that protect governments from being overthrown primarily serve the function of "maintaining the status quo".

Status quo is a Latin expression meaning the current situation, especially as to social or political issues. In the sociological sense, it for the most part applies to keep up or change existing social structure and qualities or in political sense ultimately keeping the affairs run smoothly.
