The number of pieces he will be able to cut is given by  

\frac{9}{ \frac{2}{3} } = \frac{9\times3}{2} = \frac{27}{2} =13.5

Therefore, he will be able to cut out 13 pieces with a remainder that is not up to the size of the other pieces.
