A cartoon to make fun of a political candidate would most likely contain implicit ideas. Political cartoons are by design trying to imply something about that candidate. These cartoons are drawings with minimal wording and ultimately it is left up to the reader to discern the drawing's message. Rather than writing out that a political candidate is a womanizer, the drawing may be of the candidate in bed with multiple women.
